The Waterbeach Neighbourhood Plan was made (adopted) [PDF, 7.5MB] on 23 March 2022.
The Waterbeach Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 10 August 2015 the Planning Portfolio Holder designated the Waterbeach neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Waterbeach Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Waterbeach Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Waterbeach Parish Council carried out public consultation on the draft (pre-submission) Waterbeach Neighbourhood Plan from 13 January to 24 February 2020.
Submission public consultation (Regulation 16)
Waterbeach Parish Council submitted the Waterbeach Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 2 February 2021.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 16 February to 20 April 2021.

Examination (Regulation 17)
Waterbeach Neighbourhood Plan was submitted for examination on 10 May 2021. The independent examiner appointed to carry out the examination was Peter Bigger.
The final Examiner's Report was received on 2 August 2021.

Referendum
The Director for Planning agreed to proceed to referendum in January 2022, and the referendum on the Waterbeach Neighbourhood Plan took place on 3 March 2022.
The results of the referendum were:
- Yes votes: 637 (89.97%)
- No votes: 71 (10.03%)
- Turnout: 17.3%
