The Stapleford and Great Shelford Neighbourhood Plan [PDF, 13.5MB] was made (adopted) on 2 October 2025.
The Stapleford and Great Shelford Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 8 November 2016 the Planning Portfolio Holder designated the Stapleford and Great Shelford neighbourhood area

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Stapleford and Great Shelford Parish Councils have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Stapleford and Great Shelford Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Stapleford and Great Shelford Parish Councils carried out public consultation on the draft (pre-submission) Stapleford and Great Shelford Neighbourhood Plan from 11 March to 30 April 2024.
Submission public consultation (Regulation 16)
Stapleford and Great Shelford Parish Councils submitted the Stapleford and Great Shelford Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 22 November 2024.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 18 December 2024 and 12 February 2025.

Examination (Regulation 17)
Stapleford and Great Shelford Neighbourhood Plan was submitted for examination on 18 February 2025. The independent examiner appointed to carry out the examination was Andrew Ashcroft.
The final Examiner’s Report was received on 16 May 2025.

Referendum
The Director for Planning agreed to proceed to referendum in July 2025, and the referendum on the Stapleford and Great Shelford Neighbourhood Plan took place on 4 September 2025.
The results of the referendum were:
- Yes votes: 1189 (95.04%)
- No votes: 62 (4.96%)
- Turnout: 24.85%
