Review: Revised Basic Conditions Statement (April 2026)
Further revisions have been made to the Basic Conditions Statement accompanying the Heydon Neighbourhood Plan. The changes are intended to better respond to the updated Basic Conditions that came into force in late March 2026. The changes have been set out in full in an addendum to the original statement:
South Cambridgeshire District Council is consulting statutory bodies and interested parties on the updated document, available below. Hard copies of the document are available on request, via the contact details below.
The consultation runs from 9am on Friday 1 May until 5pm on Friday 15 May 2026. All representations on the revised Basic Conditions Statement should be made in writing (either by email or letter) and sent to:

- Post: Planning Policy Team, South Cambridgeshire District Council, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA.
In the interests of clarity, this additional consultation is solely on the revised Basic Conditions Statement, not on the Neighbourhood Plan itself or the other supporting documents. All comments received by the District Council during the recent full consultation on the Neighbourhood Plan (between 15 December 2025 and 9 February 2026) have now been sent to the Independent Examiner and will be considered as part of the examination process.
Next Steps
Once this consultation has closed, all representations received will be collated and provided to the appointed Independent Examiner who will examine this and other elements of the Neighbourhood Plan in accordance with the relevant regulations. When completed, the Examiner will produce an examination report that will identify any proposed modifications to the Neighbourhood Plan. The Examiner will also recommend whether they feel the Plan should proceed to a public referendum. If you would like to be notified of the outcome of the examination process, please include an indication to this effect as part of your representation.

On 15 March 2024 the Director for Planning designated the Heydon neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Heydon Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Heydon Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Heydon Parish Council carried public consultation on the draft (pre-submission) Heydon Neighbourhood Plan from 9 May to 20 June 2025.
Submission public consultation (Regulation 16)
The Heydon Neighbourhood Plan Group, on behalf of Heydon Parish Council, submitted the Heydon Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 01 December 2025.
A public consultation on the submission version of the Heydon Neighbourhood Plan was carried out between 15 December 2025 and 09 February 2026.
Examination
The Heydon Neighbourhood Plan was submitted for examination on 24 February 2026. The independent examiner appointed to carry out the examination is Andrew Ashcroft.
The examiner sent an Examination Arrangement Note [PDF, 0.2MB] on 2 March 2026.
The examiner sent a Clarification Note [PDF, 0.2MB] on 9 March 2026.
The Parish Council shared their response [PDF, 0.2MB] to the note on 20 March 2026.
