The Cottenham Neighbourhood Plan was made (adopted) on 20 May 2021 [PDF, 7MB].
The Cottenham Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 17 November 2015 the Planning Portfolio Holder designated the Cottenham neighbourhood area.
Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Cottenham Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening the draft Cottenham Neighbourhood Plan.
Pre-submission consultation (Regulation 14)
Cottenham Parish Council carried out public consultation on the draft (pre-submission) Cotthenam Neighbourhood Plan from 19 June to 7 August 2018.
Submission public consultation (Regulation 16)
Cottenham Parish Council submitted the Cottenham Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 15 January 2019.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 11 February and 25 March 2019.

Examination (Regulation 17)
Cottenham Neighbourhood Plan was submitted for examination on the 18 April 2019. The independent examiner appointed to carry out the examination was Andrew Ashcroft.
The final Examiner’s Report was received on 10 December 2019.

Referendum
The Director for Planning agreed to proceed to referendum in February 2020, and the referendum on the Cottenham Neighbourhood Plan took place on 6 May 2021.
The results of the referendum were:
- Yes votes: 1889 (88.11%)
- No votes: 255 (11.89%)
- Turnout: 45.62%
